Meet the Waste Authority Breakfast

Tuesday 7.00 am – 8.15 am

More hotly contested than the Democratic nomination in the USA, more eagerly awaited than the lottery results—the new Waste Authority for Western Australia has been appointed. Following the passage of the Waste Avoidance and Resource Recovery Bill through Parliament, the Waste Management Authority was established in May 2008. Barry Carbon has been appointed as the inaugural Chair and Ms Jan Grimoldby as Deputy. The other members are Ms Carolyn Jakobsen, Mr Marcus Geisler and Professor Paul Hardisty. Among its many significant tasks is the development of a State Waste Strategy for Western Australia.

This breakfast event will provide an opportunity for you to meet the new Members, as well as an opportunity to interact with a range of key players from the industry. Whether you’re new to the industry, an old hand or somewhere in the middle, this event provides you a chance to hear how the Authority will be working Towards Zero Waste.

Strategic Waste Management Plan Workshop:

Have plan, will travel?

Tuesday Morning Session: 8.30 am–12.30 pm

The Zero Waste Plan Development Scheme commenced in 2007, with funding for local governments to develop a Strategic Waste Management Plan (SWMP). The closing date for submissions of the plans is 30th September 2008. Therefore, by the end of September 2008, the majority of local governments will have developed their SWMP. The development of a Plan is not the end of the process. Plans have to be implemented, reported on and reviewed. This session aims to provide local governments and those working in the industry with information and ideas regarding the next steps in the process. The session will cover:

Planning in an Uncertain Climate?

State Government, Climate Change and Planning Policy

Tuesday Afternoon Session: 1.30 pm–5.30 pm

The State Government are working closely with Local Government to examine how planning regulations can work together with other mechanisms to combat climate change.

With regard to climate change management, planning priorities for individual Local Governments involve a different level of detail to State and Federal Government. How can these three spheres of government interact to achieve tangible climate change adaptation actions that benefit the whole community?

The impacts of climate change are being felt now: Local Government is aware of the liabilities likely to arise from these impacts and their need to address potential liabilities. Planning decisions are likely to come under ‘climate change scrutiny’ in the very near future. Be part of the process and help to determine ‘how do we plan in an uncertain climate’?

This session will include presenters from the Department of Planning and Infrastructure, Office of Climate Change and WA Local Government Association.

Waste Management Association of Australia – Landfill Working Group

Tuesday Full Day Session: 8.30 am – 3.00 pm

Landfill Tour and Workshop

The day consists of a guided site visit to Henderson Waste Recovery Park in the morning before returning to the Esplanade Hotel for lunch and a Landfill Workshop in the afternoon. The day will be coordinated by a team of specialists from the Landfill Working Group including Ronan Cullen of Cardno BSD, Ian Watkins of IW Projects, and Bruce Bowman of Bowman and Associates.

Henderson Road Landfill Site

All delegates will visit Henderson Waste Recovery Park which is owned and operated by the City of Cockburn. The Class II Landfill and Waste Transfer Station accepts approximately 250,000 tonnes of waste and recyclable materials annually for treatment and/or disposal. Delegates will be given a guided tour of the site and shown key features of the facility, including:

Landfill Workshop

After lunch, a workshop will be held on topics that will be covered will include Landfill Permitting, Landfill Design and Planning, Landfill Operations and Management, Licence Compliance, Landfill Gas Management, Landfill Rehabilitation and Aftercare and Best Practice Facilities.

Program

The bus tour to the Henderson Landfill will depart from the Esplanade Hotel, Fremantle at 8.30 am, returning to the Hotel by 12.30 pm for a light lunch. The Workshop will commence at 1.30 pm, ending at 4.30 pm.

Landfill Levy Discussion Forum

3.30 pm–5.30 pm

The Waste Authority is holding a single discussion forum to canvass the views of stakeholders on how the landfill levy should apply at Category 63 landfill sites (inert landfills). The Waste Authority intends to finalise its position in this calendar year on how the levy should apply to Category 63 landfills, with a view to modifying the relevant Regulations. The levy at Category 63 sites had been foreshadowed to rise to $5 per cubic metre in 2008/9, $7 in 2009/10 and $9 in 2010/11. Earlier this year the Waste Authority decided to freeze the levy at $3 per cubic metre pending the outcome of more discussions with stakeholders.

The forum will run for 2 hours during the Conference on Tuesday and will be facilitated by the Chairman of the Waste Authority, Mr Barry Carbon, who will also provide introductory comments.

The Waste Authority has indicated that it will invite short presentations for the forum from a number of speakers on the subject of how the landfill levy should be applied to Category 63 sites. The presentations will be followed by discussions and questions from the floor. The Waste Authority members will be in attendance and may ask questions of the speakers.

The forum will be preceded by afternoon tea from 3 pm and will be followed by a sundowner from 5.30 pm till 6.30 pm. Attendance for all delegates to the afternoon tea, sundowner and forum is free but registrations are required to gain entry. Construction and Demolition Waste Tour

Tuesday Morning Session: 9.00 am–12.30 pm

Morning tea will be hosted by Midland Brick at its Middle Swan display centre.

The Construction and Demolition Waste tour will look at new initiatives in Perth’s construction and demolition industry. The tour will be hosted by Adrian Lester, Chairman of the WMAA C&D Working Group. The tour will visit the following facilities:

C&D Recycling at Hazelmere

Perth’s newest construction and demolition waste recycler located on federal airport land at Hazelmere. The facility process approximately 200,000 m3 of construction and demolition waste per year.

EMRC’s Timber Recycling Centre at Hazelmere

The Hazelmere Timber Recycling Centre recovers and processes industrial timber waste so it can be diverted from landfill and recycled as reusable woodchips.

Midland Brick at Middle Swan

Midland Brick is the largest brickworks on one site in the world, and has recently developed an innovative recycling initiative where old, broken or unwanted clay bricks, pavers and roof tiles are crushed back to their original state and reused in the manufacture of new product.

The tour will return to the Esplanade Hotel for lunch around midday.
